Identity Governance and Administration (IGA) platforms were created for a time when enterprise security looked nothing like it does today. They were created for a time when most identities belonged to people, and access could be tied neatly to job roles, managers, and predictable HR processes. That reality has faded, and the distance between what IGA was built to handle and what enterprises actually face today is growing quickly.
Today, the majority of identities operating inside large organizations are not human at all. They are service accounts, automation tools, API keys, machine‑to‑machine workflows, and increasingly, autonomous AI agents. These identities run constantly, are created outside centralized workflows, and authenticate with secrets, tokens, and certificates. They do not have managers, they do not follow HR processes, and they do not benefit from MFA.
Yet many organizations are still being told that their existing IGA platforms will eventually be able to govern everything. The idea is that with enough roadmap updates, tools built for human access will be able to discover, manage, and certify the full lifecycle of non‑human identities.
However, the challenge is not a missing feature. It is a fundamental mismatch between human‑centric architectures and the reality of machine‑driven environments.

Why Non‑Human Identities Break the Human Governance Model
IGA platforms were built on a simple assumption: an identity represents a person. Human identities have authoritative sources, stable attributes, and predictable lifecycle events. Their access patterns change slowly and can be reviewed periodically. However, non‑human identities violate every one of these assumptions.
They are created by developers, cloud platforms, CI/CD pipelines, and third‑party integrations. They often lack a clear owner. They may be short‑lived or long‑lived. They authenticate with secrets rather than passwords. They are frequently shared across systems. They are created in an ad hoc manner and may stop being used without anyone noticing.
Trying to force these identities into a human governance model creates blind spots that lead to over‑provisioning, audit failures, operational outages, and elevated breach risk.
The Limits of “IGA Can Do It All”
As non‑human identities have grown in scale, many IGA vendors have expanded their messaging to include them. In practice, this often means pulling service accounts into the identity catalog, applying naming conventions, or running certification campaigns without usage context. What is missing is the ability to answer the questions that matter most: who or what uses an identity, which secrets authenticate it, what systems depend on it, what would break if it changed, and who is accountable for it.
These are not edge cases. They are the core of non‑human identity governance. The issue is not intent. It is designed. Human‑centric systems cannot reliably model the relationships that define machine access.
Context Is the Missing Ingredient
Traditional IGA platforms model access through a simple relationship: identity to resource. That works for people because the context needed to govern them already exists in business systems. Job role, department, manager, and employment status provide a shared frame of reference.
Non‑human identities do not have these signals. A service account has no role, no manager, and no working hours. Its legitimacy is defined entirely by how it is used in production.
Effective governance requires understanding a broader chain of relationships: the consumer that performs an action, the secret it presents, the identity it authenticates as, and the resources it accesses. A workload, pipeline, or AI agent presents a key or certificate, which authenticates it as a specific identity, which then interacts with APIs, databases, or cloud services.
None of these elements are meaningful in isolation. A service account without knowledge of what uses it is indistinguishable from an orphaned identity. A secret without visibility into where it is deployed cannot be rotated safely. A permission without insight into how it is exercised cannot be reviewed with confidence.
Without this context, organizations cannot distinguish active identities from dormant ones, rotate credentials safely, or decommission accounts without risking outages. IGA systems were built to answer “Who has access to what?” Non‑human identity governance must answer “What is acting, how is it authenticated, and what function does this access serve?”
Discovery Alone Is Not Enough
Most organizations encounter non‑human identities only after they already exist. By the time security teams discover them, the identities are already embedded in production workflows. At that point, governance becomes a reactive exercise that risks breaking critical systems.
Non‑human identities require proactive lifecycle management that begins at creation. Unlike human identities, which are centrally provisioned, machine identities are created in decentralized ways. They often start with excessive privileges, shared secrets, and no durable ownership. When identities are created without guardrails, discovery becomes damage assessment.
A modern non‑human identity lifecycle must introduce controls at the moment of creation, not months later. Identities should be provisioned in a standardized, policy‑driven way, tied to explicit owners and use cases, and issued with the minimum access required. Secrets should be generated and managed as part of identity creation rather than as a separate, manual step. Once created, these identities must be continuously evaluated based on usage and behavior, not static attributes.
Quarterly reviews cannot keep up with the speed and scale of machine‑driven environments. For non‑human identities, waiting for a certification cycle is not just inefficient. It is dangerous.

Rethinking Attestation for a Machine‑Driven World
Traditional access reviews were designed to answer a simple question: does this person still need this access? Non‑human identities require a different set of questions entirely. Is the identity actively used? What depends on it? What data does it access? What would break if it were removed? Who is accountable for it? What risk does it pose if compromised?
Most IGA platforms cannot answer these questions because they lack visibility into consumers, secrets, and runtime behavior. Reviewers are asked to certify access they cannot meaningfully evaluate, which leads to rubber‑stamping and reviewer fatigue. The result is a governance process that looks complete on paper but does little to reduce real risk.
Looking Forward
Human‑centric systems cannot simply be stretched to cover machine identities without sacrificing accuracy, safety, and operational continuity. Enterprises need governance models that reflect how modern systems actually work.
Organizations that welcome this shift will be able to scale their cloud, automation, and AI initiatives with confidence. Those who continue relying on human‑centric models will face growing blind spots that attackers are eagerly looking to exploit.
