The world’s largest cyber defense exercise, Locked Shields 2026, has officially commenced in Tallinn, Estonia.
The NATO Cooperative Cyber Defence Centre of Excellence has launched its flagship cyber defense exercise, Locked Shields, bringing together more than 4,000 cybersecurity experts from over 40 nations. The annual event is widely regarded as one of the world’s most advanced and comprehensive live-fire cyber defense simulations, aimed at strengthening global resilience against increasingly sophisticated cyber threats.
Designed to test the capabilities of national teams under real-time pressure, Locked Shields places participants in a high-intensity environment where they must defend critical infrastructure and national IT systems from coordinated cyberattacks. The exercise replicates complex threat scenarios that mirror real-world cyber warfare conditions, requiring rapid response, coordination, and technical precision.
At the core of the exercise is a Red Team versus Blue Team format, where offensive specialists simulate cyberattacks while defensive teams work to protect a fictional nation’s digital infrastructure. Participating countries form joint defense units, reinforcing collaboration and knowledge-sharing across borders. The simulation challenges teams to secure a wide range of systems, including power grids, communication networks, and military infrastructure.
Beyond technical defense, the exercise also focuses on strategic decision-making, legal considerations, and crisis communication. Participants must address not only how to stop attacks but also how to manage public messaging, legal frameworks, and cross-border coordination during large-scale cyber incidents. This holistic approach reflects the evolving nature of cyber threats, where technical, political, and social factors are increasingly interconnected.
Locked Shields continues to play a critical role in advancing international cyber defense readiness by promoting standardized practices and fostering cooperation among allied nations.
