ThreatBook played a key role in Hong Kong’s Counter Cyber and Physical Terrorism Joint Exercise 2026, codenamed “STEALTHNET,” held on April 16. The large-scale exercise was organized by the Hong Kong Police Force (HKPF) in collaboration with INTERPOL and multiple international law enforcement and cybersecurity agencies.
Serving as the sole cybersecurity partner, ThreatBook provided technical support and threat intelligence throughout the exercise, working closely with HKPF’s Cyber Security and Technology Crime Bureau and participating agencies to enhance cross-border counter-terrorism readiness.The simulation brought together more than 380 participants, including representatives from financial institutions and public sector organizations. Joe Chow Yat-ming attended the event, overseeing operations and offering strategic guidance.
The exercise focused on complex hybrid threat scenarios, combining cyberattacks with physical terrorism elements. Simulated incidents included coordinated attacks on financial institutions, aviation systems, and healthcare infrastructure across Hong Kong, Macau, Singapore, and South Korea. Additional scenarios tested responses to explosive threats at major venues and drone-related disruptions.
ThreatBook contributed by delivering real-time cyber threat intelligence analysis, identifying attack patterns, and providing technical guidance on malware behavior and threat mitigation. Its teams across Hong Kong, Macau, and Singapore coordinated closely to support rapid detection and response efforts, helping authorities manage simulated threats efficiently under high-pressure conditions.
Chase Li highlighted the growing convergence of cyber and physical threats, noting that effective defense requires strong cross-border collaboration. He said the company’s involvement reflects its commitment to strengthening digital security and supporting international efforts to counter emerging risks.
The exercise also reinforced cooperation among participating agencies, including the Macao Judiciary Police, Singapore Police Force, Cyber Security Agency of Singapore, and the Korean National Police Agency, demonstrating the importance of coordinated responses to global security challenges.
ThreatBook’s participation builds on its ongoing collaboration with regional authorities, including its role in the HKPF’s Cyber Security Action Task Force. The company plans to continue expanding its threat intelligence capabilities and partnerships to support critical infrastructure protection and cross-border cybersecurity initiatives. The STEALTHNET exercise underscores the increasing importance of integrating cybersecurity into broader counter-terrorism strategies, as digital threats become a central component of modern security challenges.
