Crowell & Moring has expanded its Privacy and Cybersecurity Group by appointing Rajeev Raghavan, a seasoned cybersecurity prosecutor and former senior advisor at the Federal Bureau of Investigation. With more than 15 years of experience addressing cybercrime, regulatory enforcement, and complex technology-related legal issues, Raghavan’s addition significantly strengthens the firm’s ability to guide clients through an increasingly complex cybersecurity and regulatory environment.

Importantly, Raghavan brings a unique blend of legal expertise and technical knowledge to the firm. Before entering the legal profession, he worked as a computer programmer, giving him a strong foundation in technology that now informs his work in cybersecurity law and policy. As cyber threats evolve rapidly and governments introduce stricter oversight of emerging technologies, his experience positions the firm to support clients facing modern digital risk challenges.

Previously, Raghavan served as Special Counsel to the Director of the FBI, where he advised on several high-profile cyber initiatives. In that role, he contributed to strategic decisions involving artificial intelligence risk management, internal security modernization, and cybersecurity policy development. Additionally, he worked closely with senior FBI leadership on national security investigations, federal surveillance authorities, and legislative oversight matters related to emerging technologies.

Because of his deep technical insight and policy experience, Raghavan played a critical role in advancing the bureau’s efforts to combat cybercrime and national security threats. He also served as a trusted advisor to the FBI Director, helping shape strategies around cybersecurity operations and technology governance.

At Crowell & Moring, Raghavan will focus on advising organizations on matters that intersect law, technology, and government policy. Specifically, he will help companies navigate complex cybersecurity, privacy, and national security issues. His responsibilities will also include leading data breach investigations, responding to regulatory inquiries, managing enforcement actions, and assisting clients involved in congressional investigations.

Furthermore, Raghavan will work with organizations to strengthen their cyber resilience by developing tailored risk management strategies. These efforts will include creating customized incident response plans, conducting tabletop crisis simulations, building robust cybersecurity protocols, and enhancing corporate compliance programs. In addition, he will lead internal investigations, defend clients in white-collar and regulatory enforcement matters, and represent organizations in complex commercial litigation.

Earlier in his career, Raghavan served as an Assistant U.S. Attorney in the District of Maryland. During that time, he handled numerous high-profile federal cases involving cybercrime and financial fraud. Notably, he led investigations into transnational cyber operations including ransomware attacks, dark web marketplaces, cryptocurrency fraud, and major data breaches. One of his most significant cases involved dismantling WT1SHOP, a major online marketplace that sold stolen credentials. The operation resulted in the seizure of U.S.-based domains and the shutdown of overseas servers supporting the illegal platform.

In addition to cybercrime investigations, Raghavan also handled cases involving sanctions violations, national security issues, procurement fraud, healthcare fraud, public corruption, and money laundering. His work earned him the 2021 U.S. Attorney’s Office FBI Service Award and a commendation from the United States Postal Service.

Raghavan also expressed enthusiasm about joining the firm and supporting organizations confronting today’s cyber and regulatory risks.

Before joining the FBI, Raghavan also worked in private practice at Covington & Burling and Linklaters, where he advised clients facing investigations by the U.S. Department of Justice and the Securities and Exchange Commission, as well as complex civil litigation matters.

Academically, Raghavan holds a bachelor’s degree from the University of Dayton, a master’s degree from the University of Michigan, and a law degree, cum laude, from the University of Michigan Law School. He also served as a judicial clerk for the Honorable William J. Martini of the U.S. District Court for the District of New Jersey, further strengthening his legal credentials and courtroom experience.
