OpenText has announced a strategic partnership with S3NS, a joint alliance between Thales and Google Cloud, to deliver a trusted cloud platform tailored for European organizations. With this collaboration, the companies aim to provide a secure, compliant, and locally governed cloud environment that meets strict regulatory and data sovereignty requirements in France. As a result, enterprises can confidently manage sensitive data while still benefiting from modern cloud capabilities.
This partnership introduces a hybrid trusted cloud architecture designed specifically for Europe, with operations based in France. Notably, it allows organizations to keep their most sensitive workloads within a locally controlled environment. At the same time, they can leverage hyperscaler cloud services for less sensitive workloads, enabling innovation, scalability, and operational flexibility.
Furthermore, the solution ensures full interoperability with global cloud platforms. Therefore, organizations across France and Europe can continue to access cutting-edge cloud innovations without compromising compliance with local regulations. This balance between sovereignty and scalability addresses a critical need in today’s increasingly regulated digital landscape.
In addition, the combined capabilities of OpenText and S3NS meet stringent operational and regulatory standards. The solution draws on OpenText’s extensive experience in delivering government-grade cloud environments across multiple jurisdictions. These include deployments aligned with frameworks such as FedRAMP, IRAP, and Protected B. Meanwhile, the platform leverages S3NS’s SecNumCloud-qualified infrastructure, known as PREMI3NS, to ensure compliance with France’s rigorous security and jurisdictional requirements.
Consequently, this hybrid cloud offering is particularly valuable for organizations operating in highly regulated industries. For example, sectors handling sensitive citizen, healthcare, or financial data can adopt cloud technologies while maintaining strict control over data residency, governance, and access.
Moreover, the initial rollout of the sovereign cloud solution includes several key components. First, a dedicated private cloud will support OpenText Content Management and Documentum Content Management, enabling secure handling of highly sensitive data. Additionally, a sovereign SaaS offering OpenText Core Archive for SAP® Solutions will be available as a multi-tenant service with guaranteed European data residency.
Equally important, the platform is designed to meet major regulatory requirements, including GDPR and SecNum 3.2 standards. This ensures that organizations remain compliant while modernizing their IT infrastructure.
“Data governance and regulatory alignment are foundational to digital trust for regulated organizations,” said Shannon Bell, Chief Digital Officer and Chief Information Officer, OpenText. “Across Europe, organizations are seeking innovation that preserves sovereignty and control. OpenText is delivering on that need by pairing hyperscaler innovation with an independently governed operating model, giving customers the confidence to modernize while keeping their data, access, and operations securely under regional control.”
Looking ahead, OpenText and S3NS plan to expand the offering by evaluating additional solutions for inclusion. This ongoing development highlights their commitment to supporting evolving enterprise needs while strengthening digital sovereignty across Europe.
Overall, this partnership underscores a growing industry shift toward hybrid sovereign cloud models. By combining security, compliance, and innovation, OpenText and S3NS are enabling European organizations to embrace digital transformation without sacrificing control over their most critical data.
