Collaboration strengthens cryptographic protection and key management in the cloud

Marvell Technology, Inc. announced that Microsoft has selected its Marvell LiquidSecurity hardware security modules (HSMs) to support the Microsoft Azure Cloud HSM service.

Marvell’s LiquidSecurity technology already underpins Azure Key Vault and Azure Key Vault Managed HSM, and this extended agreement now brings the same capabilities to Azure Cloud HSM.

The service offers dedicated, single-tenant HSM clusters that give customers direct control over cryptographic operations and key management. Certified at FIPS 140-3 Level 3, Azure Cloud HSM ensures secure, encrypted connections through a private link to a customer’s virtual network.

Industry analysts expect the HSM-as-a-service market to grow at 8.5% annually through 2029, driven by rising demand for confidential computing and compliance in cloud environments.

“We’re pleased to expand our partnership with Microsoft by enabling Azure Cloud HSM with Marvell LiquidSecurity technology,” said Will Chu, Senior Vice President and General Manager of Custom Cloud Solutions at Marvell. “This milestone advances our shared goal of modernizing the HSM market while giving Azure customers the latest in scalable cloud security.”

Soumya Subramanian, Vice President of Cloud Security Engineering at Microsoft, added: “Enterprises often want administrative control of HSMs without the burden of running high-availability clusters themselves. Our collaboration with Marvell helps us deliver secure, compliant services across public, sovereign, and government clouds.”

Analysts highlight the cloud as the primary growth driver for HSM adoption. Michela Menting, Senior Research Director at ABI Research, commented: “Service providers are investing heavily in HSM infrastructure to address confidentiality and sovereignty requirements. Marvell, a pioneer in cloud-optimized HSMs, is set to remain at the forefront of this evolution.”

Traditionally, HSMs were deployed as rack-mounted appliances managed on-premises. Marvell’s PCIe-based LiquidSecurity devices, however, are engineered for cloud-scale environments.

The LiquidSecurity2 card, powered by OCTEON data processing units, can manage 100,000 encryption key pairs and perform more than one million cryptographic operations per second. This efficiency enables cloud providers to deliver HSM services with lower power usage and less hardware, while customers gain easier access through a subscription-based model.

This approach lowers barriers for industries that rely on strong security, from protecting healthcare data to securing financial transactions and supporting digital identity services.
